Certificate of Residence FAQ

FAQ: Top Questions About the Certificate of Residence for Foreigners

It is an official document issued by the Immigration Bureau or by the foreigner's own embassy, certifying that the foreign national is legally residing at their current address in Thailand.

The Department of Land Transport requires clear proof of a residential address in Thailand to register a vehicle, or transfer vehicle ownership, in a foreigner's name. The Certificate of Residence is therefore an essential document for buying, selling and transferring vehicles.

Yes. Whether you are applying for a new driving licence or renewing from a temporary licence to a 5-year licence, the Department of Land Transport requires the original Certificate of Residence with every application.

It can be used to open certain types of bank accounts in Thailand, apply for water and electricity meter installation, claim certain tax deductions, or for other transactions where the receiving authority requires proof of address.

No. If you have a yellow house book, or a blue house book (for Permanent Residency holders), you can submit a copy of the page showing your name to the Department of Land Transport instead of a Certificate of Residence.

The main place is the Immigration Bureau office for the area where you actually live (for example, if you live in Bangkok, apply at Immigration Division 1, Chaeng Watthana Government Complex, or at Samut Prakan immigration for the surrounding metropolitan area).

Yes. Foreigners can also contact their country's embassy or consulate in Thailand to request an address certification (Affidavit of Residence). However, most embassies charge higher fees than applying through immigration.

You must apply for the certificate at Chiang Mai immigration (the office for the area where your current residence is registered). However, the certificate can state that its purpose is vehicle registration at the Department of Land Transport in Bangkok.

Under the main regulations, some immigration offices are lenient and allow tourist visa holders to apply for the purpose of buying a car or obtaining a short-term driving licence, provided there is clear proof of accommodation (such as a lease or hotel documents). However, some offices can be very strict, so we recommend checking with us before you apply.

This is the most important point. Immigration officers will absolutely not issue a Certificate of Residence if the database has no notification of residence under Section 38 (TM.30) from the property owner, or if the notified address does not match the current address stated in your application.

No. If it is found that you have neglected your 90-Day Reporting obligation (TM.47), officers will temporarily withhold the document, and you must first pay the legal fine for failing to report before the certificate can be approved.

Yes, you can apply immediately. There is no minimum period you must have stayed in Thailand. As long as the property owner or accommodation has entered your arrival in the TM.30 system and your documents are complete, you can start the application process right away.

1. Original passport with copies of the main page and current visa page 2. Copy of the latest entry stamp 3. A 2-inch front-facing colour photo (white background) 4. Copy of the latest TM.30 notification of residence.

Photos must be no more than 6 months old, with a pure white background, taken from the front, with no hat and no dark glasses, and your face must be clearly visible. Snapshots or edited photos are strictly not accepted.

You must attach a copy of the current land/condo title deed, a copy of the house registration for the rented unit and a copy of the landlord's ID card, each signed by the landlord to certify it as a true copy.

Your Thai friend or spouse, as the host, must write a Letter of Hospitality consenting to your stay, and attach their house registration, ID card and proof of the foreigner's TM.30 notification with the application.

The document is legally valid for 30 days from the date shown on the issuing stamp. If more than 30 days pass before you submit it to the Department of Land Transport or the bank, it expires and you must apply again from scratch.

If you apply in person, the time depends on the queue and workload at each immigration office. Generally, review and preparation take about 7 to 14 working days.

Normally, there is no government fee when applying under the standard timeframe at a main immigration office (or there may be a small fee under local rules for express service). This differs from applying at a foreign embassy, which usually charges from 1,000 to 3,000 THB.

No. Each Certificate of Residence is issued for one purpose and one authority only. If you are buying 1 car and also getting a driving licence, you must request 2 separate certificates from immigration (one stating vehicle purchase and the other stating driving licence).

This is a very common reason for rejection. If your name is misspelled by even a single letter, officers will suspend the application immediately. The solution is to have the agent or landlord amend the lease to match your passport, or attach additional supporting documents before applying.

No. You must first complete a change of address and the TM.30 notification at your new address in the immigration system before you can apply for a Certificate of Residence for the new address.

Yes, but the application form must also be signed by the father or mother exercising parental authority, together with proof of the relationship (such as a translated birth certificate) for consideration.

No, copies cannot be issued. If the document is damaged or lost, you must prepare a complete new set of documents, submit a new application and wait for a new approval.

The requirements for the TM.30 registration data and the landlord's lease documents involve a great deal of bureaucratic detail. If even one document is inconsistent, you may have to make repeated trips to immigration and queue for days. The ETHAIVISA team checks the accuracy of every document in advance and sends a Liaison Officer to handle the process on your behalf, making approval as fast and efficient as possible without you having to go to immigration yourself.
